STATE OF EMERGENCY TERMINATED
As conditions associated with Hurricane Helene have progressively improved within the town limits of Franklin, a Termination of the State of Emergency was effective as of 7:00 p.m. on October 7, 2024.

HELENE RECOVERY (10/23 Update)
All Major Roads in Franklin are open. In the hardest hit counties of WNC, non-essential travel is now allowed but many roads are still not open.
Franklin's major mobile providers report that service has been fully restored.
Power - Duke Energy has restored all storm-related power outages in the Franklin area.

Optimum (Cable TV / Internet) is reporting that service has been restored to all Franklin customers.
Frontier reports its internet services are fully functional.
SHOPPING - Grocery stores are seeing some items sellout quickly with limited supplies of other items. You will find that there are purchase limits on many staple goods in some grocery retailers as well (i.e. limit 2, etc.).
Several retailers are not taking personal checks or offering cash back with debit cards.
Debris Clean Up - Remember, it’s important to not touch or cut any cable that may have been displaced due to high winds or flooding. Before beginning to clean up and make repairs, call 811 or visit call811.com to determine where fiber or other cables are buried.
DOWNTOWN FREE WI-FI
The Town of Franklin has free Wi-Fi on the town hill area.
CELLULAR SERVICE
Verizon - Verizon is reporting that service has been restored to the Franklin, NC area.
To help residents impacted by Hurricane Helene, Verizon has extended its offer to waive postpaid domestic call/text/data usage from Sept. 28 - Oct. 27. This will bring relief to the thousands of customers who rely on their mobile devices now more than ever, especially during this challenging time.
AT&T - Network teams continue to make steady progress on recovery efforts in the areas impacted by Hurricane Helene. AT&T will continue to facilitate communications for those affected and have opened its network where possible to allow customers from other carriers to stay connected if their own carrier’s service is unavailable.
T-Mobile - According to T-Mobile service has been restored in the Franklin area.
Disaster Roaming - Disaster Roaming has been enabled in North Carolina to help connect residents who may be otherwise offline. Disaster roaming allows any phone on any cellular network to access any available network to connect to, regardless of provider.
To turn disaster roaming on, iPhone users can do so by going to Settings > Cellular > Cellular Data Options, and then toggle “Data Roaming” to the on position.
Android users can do so by going to Settings > Connections > Mobile Networks > Mobile Data, enable roaming
If a Wi-Fi connection is available, users can activate Wi-Fi calling to make calls.
Chief of Police Devin HollandMeet the Chief
Chief Devin Holland was appointed to Franklin Police Chief on December 1, 2022.
Chief Holland is a veteran officer with over twenty-five years of experience in law enforcement all of which has been with the Town of Franklin. He has served as Patrol Officer, Sergeant, Lieutenant, and Patrol Captain. He holds a BS degree in Criminal Justice from Western Carolina University and his Associate Degree in Criminal Justice from Southwestern Community College.
